Born on 12^th November, 1958 in Nyamira County – Kisii. Dr. Okioma is currently a Senior Lecturer, in Curriculum, Instruction and Educational Media (CIEM) Department, in Moi University –Kenya.

Dr. Okioma holds a Doctor of Philosophy in Educational Communications and Technology from Moi University. He studied for a Bachelor of Education (science) majoring in Botany and Zoology with Geography as a second teaching subject in 1980 – 1984 in Nairobi University (Kenyatta University College). Prior to join Moi University, Dr. Okioma was a Biology/Geography teacher in Secondary Schools (1984-1989) and an Education Officer with the Ministry of Education (1989 – 1984).  In 1991, he undertook his Masters Degree in Education from Kenyatta University, graduating in 1993.

Recruited to Moi University in 1994. He has risen through the ranks from assistant Lecturer in 1994, Lecturer in 1996 and Senior Lecturer in 2012. Dr. Okioma has also held several  administrative positions, He has served as Teaching Practice Assessor, (1994 – 2000), Teaching Practice Area Supervisor (2000 – 2006) Assistant Teaching Practice coordinator (2007 – 2008) and overall Teaching Practice Coordinator (2008 – 2012). Dr. Okioma also served as Head of Department Centre for Teacher Education (2012 – 2017) and Associate Dean, School of Education (2017-2019), besides the teaching and administrative responsibilities Dr. Okioma  participates in several community service activities.
